Brentwood Borough Swears in Council Members, Welcomes New Leadership
BRENTWOOD, PA — January 7, 2026 — Brentwood Borough officially seated its Borough Council for the new term Monday evening during the annual reorganization meeting, swearing in four re-elected council members and one newly elected member as the governing body looks ahead to the work before it.
Re-elected Council members Stephen Thomas, Erin Troup, Dr. Robert Pasquantonio, and Katelin Montgomery were sworn in alongside newly elected Council member Brendan Miller.
Also continuing their service on Borough Council are Harold Smith and Rich Shubert, who were not up for re-election this year.

Council member Stephen Thomas thanked residents for their continued confidence following his re-election.
“I’m incredibly grateful for the trust you’ve placed in me once again,” Thomas said. “Serving on Brentwood council for the last four years has been an honor and it’s a responsibility I will never take lightly. Brentwood is more than a borough, it’s a community of neighbors who care deeply about where we live, raise our families, and build our future. I’m proud of the progress we’ve made together and I’m excited to continue working hard, listening, and doing what’s best for Brentwood in the years ahead.”
Council member Erin Troup offered no formal remarks, instead expressing gratitude for the opportunity to continue serving the community.
Council member Robert Pasquantonio reflected on the connections that define life in Brentwood, sharing personal stories that highlighted the Borough’s close-knit nature.
“For the size of the community that we have and how we grind it out to make it a better community, I just think it’s a wonderful place,” Pasquantonio said.

Council member Katelin Montgomery shared her perspective as a newer resident, noting that unlike several members of Council, she was not born and raised in Brentwood.
“I’m a transplant,” Montgomery said. She explained that she and her family moved to Brentwood three years ago because of the new school being built, the parks, the community environment, and the Borough’s accessibility to the city. “This community has welcomed me with open arms, and I am extremely grateful that I get to be involved in helping make this borough as great as it can be.”

Newly elected Council member Brendan Miller thanked those who supported him and reflected on his long history of service in the community.
“I just want to express my gratitude to my family who came up to support me,” Miller said. “I’ve been a member of the volunteer fire company for 15 years and I previously served as the president. I’m looking forward to serving in this new chapter and I want to thank everyone who voted for me to have this opportunity.”

Following the swearing-in, Council conducted its organizational votes for the coming year. Stephen Thomas was selected to serve as Council President, Katelin Montgomery was elected Council Vice President, and Erin Troup was elected President Pro Tem.
Upon being named Council President, Thomas acknowledged the leadership that came before him, referencing former councilman and newly elected Brentwood Borough Mayor Mike Foyle.
“I’m honored. These are huge shoes to fill,” Thomas said. “Mike has led us here for a few years and he’s done a wonderful job of it. It will be hard shoes to fill. I’ll be working diligently or winging it, one of the two.”
The remark drew laughter from the room, a light moment that reflected both the familiarity and camaraderie among Council members and the community they serve.
With Council fully seated and leadership in place, Brentwood Borough looks ahead to the work of the new term with a mix of experience and new perspective, guided by a shared commitment to the residents they represent and the community they serve.
